`PUT https://{tenant}.stamp.eu/rest/employees/{employee}/vacation_entitlements`

Create or update a vacation entitlement for a year. Value changes are
routed through the ledger allocator as `grant` (creation) or
`adjustment` (existing) transactions so the ledger stays authoritative.
